Message from HPD Commissioner Been

Dear Partners:

As we gear up for another productive year, I am writing to share some recent changes at HPD.

As you know, in October we welcomed Molly Park back to HPD as our new Deputy Commissioner for Development. While the numbers are still being double- and triple-checked, it’s clear that we had a very successful December closing season, a tribute to Molly’s leadership and the extraordinary caliber of our development team. Building on that talent, I am now pleased to announce two promotions in that office: Jessica Katz to Associate Commissioner of New Construction and Kim Darga to Associate Commissioner of Preservation.

In her new role, Jessica will oversee HPD’s financing of the construction of new multifamily, single-family, supportive and mixed-use affordable housing through management of two divisions, New Construction Finance and Special Needs Housing. Since rejoining HPD in 2012 after an earlier stint from 2003 to 2009, Jessica’s role has steadily expanded to include coordinating HPD’s policies on issues relating to the homeless and people with disabilities, and to developing and implementing policy, programmatic, and financing strategies for special needs housing.

Jessica will now oversee the agency’s work, in close collaboration with our government partners at the city, state, and federal levels, on all aspects of new construction and special needs housing projects, while continuing to play a lead role in the Agency’s efforts to house the formerly homeless. Jessica will help to grow the new construction pipeline, while ensuring that HPD is creating housing for a broad spectrum of income groups. Jessica has a B.A. from McGill University and a Master’s degree in Urban Planning from MIT.

Kim will oversee HPD’s financing of the preservation of multifamily, single-family, and mixed-use affordable housing through management of two divisions, Preservation Finance and Property Disposition & Finance. She will collaborate with the leadership of those divisions to strengthen the preservation pipeline and to create new programs and tools to expand the buildings and owners the agency reaches. Kim, who joined HPD in 2007, will continue to be a part of agency strategy and policy development on such topics as broadening and deepening affordability, increasing opportunities for affordable homeownership, and expanding the environmental sustainability of buildings receiving public investment. Kim has a B.A. and Master of Public Policy from the University of Michigan.

We also announced two new promotions in our Office of Neighborhood Strategies: Eunice Suh as the new Assistant Commissioner for Planning and Predevelopment and Simon Kawitzky as the new Assistant Commissioner for Neighborhood Development and Stabilization (ND&S), which includes our neighborhood planning efforts and partnerships.

Eunice has served as the Director of Predevelopment Planning since 2013, overseeing an RFP pipeline of over 4,000 affordable housing units, including Seward Park, which covered the redevelopment of nine city-owned parcels on the Lower East Side of Manhattan that were the largest contiguous parcel of underdeveloped city-owned land in Manhattan south of 96th Street, and had been a void in the urban fabric for 45 years. She began her career at HPD as a Project Manager in Brooklyn Planning in 2008 and in her various roles, including Senior Policy Analyst in Planning and Deputy Director of Large-Scale Planning, has helped to reshape neighborhoods around the city. Eunice received a B.A. in Urban Studies and a Master of City Planning degree from the University of Pennsylvania.

Simon brings significant experience in city planning, urban revitalization, and economic development to HPD, and has taken on increasing levels of responsibility since he arrived. He created the Neighborhood Planning Playbook to serve as the agency’s new framework for inclusive community engagement, and successfully managed a team of urban planners in overseeing the public engagement processes and strategies for implementing the new Mandatory Inclusionary Housing Program. Previously a project manager in urban planning and real estate development at Jonathan Rose Companies, Simon has a B.A. from Vassar College and a M.S. in City and Regional Planning from Pratt Institute.

In addition, we are delighted to welcome to HPD a new Assistant Commissioner for Governmental Relations, Francesc Martí. Francesc will oversee our ever-growing Governmental Relations portfolio, taking that responsibility over from Baaba Halm, who assumed her new role as Assistant Commissioner for Economic Opportunity and Regulatory Compliance last May.

Prior to joining HPD, Francesc served as Finance Director for New York State Senate Coalition Co-Leader Jeff Klein and the Independent Democratic Conference (IDC). During his tenure in the state legislature, Francesc managed the state budget negotiations for the IDC and played a key role in creating the NYS Middle Income Housing Program (MIHP), enacting a historic expansion of the Senior Citizen Rent Increase Exemption (SCRIE), and securing state funding for the City’s new Universal Pre-Kindergarten (UPK) program. Previously, Francesc worked at the NYC Office of Management & Budget (OMB) in intergovernmental relations, where he monitored and negotiated pending federal, state, and city legislation affecting the City’s budget. He holds a Masters of Public Administration from NYU Wagner and a B.A. from Vassar College.
